Not really a waste of time, you get a ton of review credits for not a ton of effort. I've found that my "random locations" that I get - submissions can be a crapshoot from absolutely 1-star, to a 3-star that I'm not sure about, and a portal that with 10 minutes of verification is a 5-star candidate
With the increased search area who knows how old these submissions are. Could be from the original backlog still if they are in areas without a lot of reviewers.
I reckon agents are running out of Portal worthy submissions.
